Where there are no leaders (Men), strive to be a leader (Man).
Where there is no one to accept communial and spiritual responsibility and provide leadership, we are bidden to rise to the occasion and fill the role.
The implication, however is that where there are competent "men", we are to stand aside and devote ourselves to the study of Torah.
According to R' Yonah, the "leader" is someone to direct us upon the proper path of G-d's service.
In the absence of such a person, we must strive to improve ourselves.
